APA Voice
OCA-NY is one of many organizations part of APA Voice (Asian Pacific Americans Voting and Organizing to increase Civic Engagement).
APA VOICE was convened by the MinKwon Center in 2014, and emerged as the first pan-Asian coalition in NYC to increase civic participation rates among Asian Americans, which historically ranked lowest in the City.
APA VOICE ties its origins to the Asian American Community Coalition on Redistricting and Democracy (ACCORD), launched in 2011 for the redistricting cycle based on the 2010 decennial census results, that was also the first pan-Asian redistricting coalition in NYS. During that time, ACCORD had a significant impact in bringing attention to unfairly drawn and gerrymandered districts in densely populated Asian American neighborhoods, and also the lack of Asian American representation in elected office as a result.
Since then, APA VOICE has expanded its coalition, increased the institutional knowledge and expertise of civic participation among Asian Americans particularly in NYC, and has directly led to over 200,000 direct voter contacts per year. APA VOICE has also held some of the most attended and successful civic participation activities, from Census outreach workshops, borough and citywide candidate forums. to multi-language voter education drives, voter pledges, and exit polling.

APA VOICE Civic Engagement and Redistricting Task Force
OCA-New York Chapter is a proud member of APA VOICE Civic Engagement and its Redistricting Task Force. Two recently released reports document the coalition’s leading work on civic engagement in New York.
In 2024, the APA VOICE coalition celebrates a significant milestone, a decade of organizing together on civic engagement which now includes our second cycle of unifying New York’s Asian American communities with one voice for the once in a decade redistricting process. This is Where We Draw The Line provides an overview of the Redistricting Task Force’s advocacy during the 2020 redistricting cycle to preserve and create Asian American communities of interest. The report identifies the cycle’s successes and shortcomings as well as recommendations for a roadmap leading up to the 2030 Census and the next redistricting cycle.
Redistricting is key to how our coalition members build power for Asian American immigrant communities and how it shapes our year to year election outreach to mobilize our electorate. To accompany This is Where We Draw The Line, APA VOICE is also proud to present Driving Progress: A Decade of Civic Impact for New York’s Asian American Communities.
